What's the best way to broadcast your own radio station for free?

When you look on google, there’s thousands of results for free radio broadcasting – can anyone recommend the best program/host?

You don’t want to do that….because it is trying to build any kind of audience for a station like that. What excellent is it if nobody is listening? The better thing to do is make a YouTube channel; make music videos and post them there. They will get more play.
You have to have copyrights on the music if you want to get serious with your own channel.

A song starts playing at about 15:35 into the “Stand Up and Deliver” (season 2, episode 21) episode while Parker and Travis are talking in the hallway.

the only lyrics i can know are “the rain is falling down outside our window as if to remind us how…”
I tried google, but I estimate I didn’t have enough of the lyrics and I got nothing.

Does anyone have an thought? Any help would be greatly appreciated, thank you.
